Following from Secretary of State.

Mr.Wellington Koo asked to see me this evening in

order to give me his ideas of possible action by the Council

in connexion with the Sino-Japanese conflict. He first of all

mentioned possible measures against Japan such as embargo on

arms and oil, refusal of financial assistance and boycott of

Japanese goods. He did not appear to put these forward with

any conviction that they would prove acceptable. He then

detailed measures of assistance to China which he thought

might be taken:-

1. An acknowledgment by the Council of China's effort

in defending her territory.

2.

Encouragement of League members to restore the

trade and transit facilities enjoyed by China before the

outbreak of hostilities (this is aimed at France).

3. That the Council might encourage members of

League to help China with arms and money.

4.

That the Council pay serious attention to the

allegation made by the Chinese representative regarding the

possible use of gas by Japan, might denounce it as an

infringement of international law of the gas protocol and

might consider inviting those of its members who have

Military Attachés in China to collect information on the

subject in collaboration with Chinese Government.
